Every rent rise in England now runs through the Housing Act 1988 as reshaped by the Renters’ Rights Act 2025 (in force 1 May 2026), which abolished assured shorthold tenancies so every assured tenancy is periodic. Under section 14 of the 1988 Act, the First-tier Tribunal (Property Chamber) cannot set a rent above the figure in your Section 13 notice.
